May 19, 2003 Mr. Bryce L. Shriver RI-2002-A-0026 Senior Vice President and Chief Nuclear Officer PPL Susquehanna, LLC 769 Salem Boulevard, NUCSB3 Berwick, Pennsylvania 18603-0467

Dear Mr. Shriver:

The Region I Field Office of NRC Office of Investigations (OI), initiated an investigation (OI Case #1-2002-016) on April 5, 2002, to determine if a nuclear maintenance foreman at Susquehanna deliberately violated a technical specification required procedure, and whether the foreman destroyed a required record. Based on the evidence developed during this investigation, OI did not substantiate that the Susquehanna Nuclear Maintenance Foreman deliberately violated a Susquehanna technical specification required procedure, destroyed a required record, and/or provided inaccurate information to plant operators related to the Susquehanna Unit 2 refuel floor foreign material exclusion (FME) area. A copy of the synopsis of OI Report 1-2002-016 is enclosed for your information.

Please note that final NRC documents, such as the OI report described above, may be made available to the public under the Freedom of Information Act (FOIA) subject to redaction of information appropriate under the FOIA. Requests under the FOIA should be made in accordance with 10 CFR 9.23, Requests for Records, a copy of which is enclosed for your information.

Also, in accordance with 10 CFR 2.790 of the NRCs "Rules of Practice," a copy of this letter, its enclosure, and your response, if any, will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).
