2002 EXTERNAL STAKEHOLDER RESPONSE TO FEDERAL REGISTER NOTICE, SOLICITATION OF PUBLIC COMMENTS ON THE THIRD YEAR OF IMPLEMENTATION OF THE REACTOR OVERSIGHT PROCESS

Dear Mr. Benjamin:

On November 15, 2002, the Nuclear Regulatory Commission (NRC) issued a Federal Register notice (FRN) soliciting comments on the third year of implementation of the Reactor Oversight Process (ROP) from external stakeholders, (i.e., members of the public, licensees, and interest groups). You responded to the FRN and the NRC received your comments as well as comments from 18 other external stakeholders and/or organizations. The NRC welcomes these comments, as they provide perspectives on how external stakeholders view the effectiveness of the ROP, and considers these comments when making changes to the process.

The staff has developed a paper entitled, Reactor Oversight Process Self-Assessment for Calendar Year 2002," that was presented to the Commission on April 21, 2003, and the paper was made public on May 15, 2003, in conjuction with the staff briefing of the Commission on the papers conclusions. The paper (ADAMS Accession Number: ML031400842) contains an overview of the external survey results.

The staff appreciates your efforts to provide comments. Should you have any questions, please contact Mr. Michael J. Maley at 301-415-2919 or by e-mail at mjm3@nrc.gov.
