Catawba Nuclear Station Docket Numbers 50-413 and 50-414 Submittal of Saluda River Electric Cooperative, Inc. Financial Statements Saluda River Electric Cooperative, Inc. (Saluda River) has been informed that it is required to submit financial statements to NRC. Enclosed are 25 copies of Saluda River's Financial Statements:
as of December 31, 2002 and December 31, 2001 Please note that there is information enclosed that Saluda River considers proprietary. In accordance with 10CFR 2.790, Saluda River requested in a letter December 10, 2001 that this information be withheld from public disclosure. A copy of such letter with attachments is included in this letter.

(Saluda River) has been informed that it is required to submit financial statements to NRC. Enclosed are Saluda River's Financial Statements:
- 1) as of December31, 1998 and December 31, 1997
- 2) as of December 31, 1999 and December 31, 1998.
Please note that Financial Statements as of December 31, 2000 have not yet been issued and will not be issued until the spring of 2002.
Please note that there is information enclosed that Saluda River considers proprietary. In accordance with 10CFR 2.790, Saluda River requests that this information be withheld from public disclosure. An affidavit which attests to the proprietary nature of this information is included in this letter.

- 1. I am Vice President of Saluda River Electric Cooperative Inc.; and as such have the responsibility for reviewing information sought to be withheld from public disclosure in connection with nuclear power plant licensing; and am authorized on the part of said Corporation (Saluda River) to apply for this withholding.
- 2. 1 am making this affidavit in conformance with the provisions of 10CFR 2.7900 of the regulations of the Nuclear Regulatory commission (NRC) and in conjunction with Saluda River's application for withholding, which accompanies this affidavit.
- 3. I have knowledge of the criteria used by Saluda River designating information as proprietary or confidential.
- 4. Pursuant to the provisions of paragraph (b) 4 of OCFR 2.790, the following is fumished for consideration by the NRC in determining whether the information sought to be withheld from public disclosure should be withheld.
- i.
The information sought to be withheld from public disclosure is owned by Saluda River and has been held in confidence by Saluda River and its consultants.
ii. The information is of a type that would customarily be held in confidence by Saluda River.
The information consists of information regarding Saluda River's financial position and its future plans and obligations.
iii. The information was transmitted to the NRC in confidence and under the provisions of IOCFR 2.790, it is to be received in confidence by the NRC.
iv. The information sought to be protected is not now or ever been available in public.
- v. The proprietary information sought to be withheld in this submittal is Saluda River's Financial Statements as of December 31, 1998 and December 31, 1997 and as of December 31, 1999 and December 31, 1998. This information if known by other parties would adversely affect Saluda River's ability to maximize revenues and minimize costs in existing contracts or contracts to be negotiated in the future. Furthermore, our creditor, the Rural Utilities Service (RUS) has recognized the sensitive data of Saluda River's financial information and that disclosure of such information would adversely affect its collection of Saluda River's debt.
