Re: Reporters request The News Flash yesterday has a very oppressive description of the PFS "redaction," which follows. I'd hope that we could get a better explanation of the need for redacting information from EIS's before we issue the Turkey Point FES ... and include that explanation in the Press Release announcing the issuance.

-A CENSORED VERSION OF NRC'S FINAL ENVIRONMENTAL IMPACT STATEMENT ON PFS' application to construct a spent fuel storage facility in Utah was released yesterday on the agency's web site, www.nrc.gov. Information considered whelpful to a potential terrorist" was blotted out. NRC staff concluded in its report (Nureg 1714) that Private Fuel Storage LLC's (PFS) proposed facility to be built on part of the Skull Valley Band of Goshute Indians reservation provided more benefits than disadvantages and recommended issuing a license. NRC is the -leadagency in licensing process, although three other federal agencies--the U.S. Department of Interior's Bureaus of Land Management and of Indian Affairs, and the U.S. Surface Transportation Board--also must review and approve parts of the plan. The staff has estimated that, assutning the license is approved, the earliest spent fuel could be received at the site is mid-2004.

Sue, While we have a number of ElSs in the wor ks, only one is nearing completion. That is the Turkey Point license renewal EIS (supplement 5 to the Generic Environmental Impact Statement for License Renewal of Nuclear Plants, NUREG-1437). We exp4act to issue this EIS by the end of this month. We intend to use the guidance just issued by the Commi ssion. The Turkey Point EIS is currently under review by the NRR team who is responsible for ensuring sensitive information of this type is not released. However, by their nature the license renewal ElSs contai n very little information that would potentially fall into this domain. So it is not clear what information, if any, will be'redacted from the staff's draft.

Since the original question asked for a list cifEIS on which we are working, I'll also provide you with the following list of ElSs for license renewal tha t are under development, other than Turkey Point:

Surry North Anna McGuire Catawba Peach Bottom St. Lucie In addition, the staff is developing a Generici EIS for Decommissioning. The staff is in the process of receiving and evaluating public comments con the draft of this document.

Do you have any information for the public On the redaction process that you could share with us? It would help us to understand what info is be ing given to the public on this issue.
