REQUEST TO USE SUBSEQUENT EDITIONS AND ADDENDA INCORPORATED BY REFERENCE IN 10 CFR 50.55a FOR FORT CALHOUN STATION, UNIT 1 (TAC NO. MB7967)
Dear Mr. Ridenoure:
By letter dated February 14, 2003, Omaha Public Power District (OPPD), requested the NRCs approval to use a more recent edition and addenda of the American Society of Mechanical Engineers (ASME)Section XI Code and Code for Operation and Maintenance of Nuclear Power Plants (OM Code) for the fourth 120-month inservice inspection (ISI) and inservice test (IST) interval for the Fort Calhoun Station, Unit 1. The regulations in 10 CFR 50.55a(g)(4)(ii) and 50.55a(f)(4)(ii) state that ISI of systems and components and IST of pumps and valves must comply with the requirements of the latest edition and addenda of the Code incorporated by reference 12 months prior to the start of the 120-month inspection interval. The 1998 Edition, 1999 Addenda, and 2000 Addenda of the Code was incorporated by reference October 28, 2002. OPPD requested approval to use the 1998 Edition, through 2000 Addenda for the fourth 120-month ISI and IST interval because the end date of the third interval is September 26, 2003, based on the commercial operation date of September 26, 1973. However, as allowed by ASME Code Section XI, IWA-2430, OPPD has extended the interval to October 31, 2003, to be more consistent with the end of Refueling Cycle 21. This allows the licensee to use the later Edition and Addenda of the ASME Code,Section XI pursuant to 10 CFR 50.55a(g)(4)(i) without requiring NRC approval. This extension does not exceed more than one year nor does the third 10-year ISI/IST interval exceed more than eleven years and is, thus, permitted by ASME Code.
In accordance with the requirements of 10 CFR 50.55a(g)(4)(ii) and 50.55a(f)(4)(ii), the licensee is required to use the 1998 Edition, 1999 Addenda, and 2000 Addenda for the fourth 120-month ISI/IST interval scheduled to commence October 31, 2003. As such, the staff has concluded that OPPD does not need prior NRC approval to use the 1998 Edition, 1999 Addenda, and 2000 Addenda for the fourth 120-month ISI/IST interval since they are the edition and addenda incorporated by reference 12 months prior to the start of the fourth 120-month interval.
