In accordance with 10 CFR Part 50.4, this letter forwards recent revisions of the Beaver Valley Power Station Emergency Preparedness Plan (Volume 1) and Implementing Procedures (Volumes 2 and 3) to the Nuclear Regulatory Commission. The changes do not decrease the effectiveness of the Plan and the Plan, as changed, continues to meet the requirements of Appendix E of 10 CFR 50. Therefore, 10 CFR Part 50.54(q) requires that these changes be submitted for information only.

Summary of Changes Revisions to Beaver Valley Power Station Emergency Preparedness Plan and Implementing Procedures (Volumes 1, 2 and 3)

The following is a brief summary of the changes made to the Emergency Preparedness Plan/Implementing Procedures.

Emergency Preparedness Plan (Volume 1):

EPP-4 "Emergency Conditions" Revision 16 changed EAL 2.6.U to clarify leakage as defined by BVPS Technical Specifications.

EALs 3.1.U, 3.2.U, and 6.3.U were revised to clarify offsite power supply unavailability. EALs 5.4.A, 5.4.U, and 5.5.A were updated to use Army Corps of Engineers terminology.

EAL 5.5.A also corrected river level numbers. A new EAL 5.5 for Unusual Event was added.

EPP-6 "Emergency Measures" Revision 17 changed section 6.7.3 to eliminate the "Administration Building" and "SOSB-4th Floor" as Assembly Areas. Sections 6.8.3 and 6.8.4 clarified the location of agreements with outside organizations that provide emergency services.

Section 6.8.4 was also updated to correct the name of the agency contracted to provide medical treatment. Specific reference to "Bell Telephone System" was changed to "Commercial Telephone System" in Table 6.2. Title changes were also made throughout EPP Section 6.

EPP-7 "Emergency Facilities and Equipment" Revision 18 removed specific references to "Bell Telephone System" to use more generic terms. Section 7.5.2.4 deleted "Administration Building" as an assembly area. Figures 7.1, 7.3, and 7.5 were updated. Table 7.1 was updated to delete specific reference to "Bell" and to delete the ROC, since it has now been combined with the OSC. Title changes were also made in Section 7.6.4.

Appendix F "Warning Sirens" Revision 15 corrected the location for obtaining the EPZ Siren coverage map.

Appendix G "References" Revision 9 added new references.

EPP/I-la "Recognition and Classification of Emergency Conditions" - (Unit 1)

Revision 4 added two Condition Reports as new references and clarified the definition of "bomb" in the Definitions/Acronyms section. EAL 2.6.U clarified the RCS leakage as defined by the BVPS Technical Specifications. EALs 3.1.U, 3.2.U, and 6.3.U were revised to clarify offsite power supply unavailability.

Figures 4A and 5A (Site Maps) were updated to include the Administration Building in the Protected Area. EALs 5.4.A, 5.4.U, and 5.5.A were updated to use Army Corps of Engineers terminology and to update the National Weather Bureau phone number.

EPP/IP 1.1 "Notifications" Revision 31 updated Attachments 2, 3, 4, 5 and 9 to incorporate instructions for backup conference bridge use. Attachment 10 was revised to clarify website paging instructions.

EPP/IP 1.2 "Communications and Dissemination of Information" Revision 18 reformatted the entire procedure, added a new Condition Report as a reference, and added new Attachment 8.

EPP/IP 1.4 "Technical Support Center Activation, Operation and Deactivation" Revision 18 updated Attachment 2 and Figures 1 and 2 for use of card reader access to the ERF. Attachment 10 no longer includes forms.

EPP/IP 1.6 "Emergency Operations Facility Activation, Operation and Deactivation" Revision 16 changed Attachment 4 to clarify action steps for the Offsite Agency Liaison.

Page 3 EPP/IP 1.7 "Emergency Response Organization (ERO) Teams" Revision 10 deleted Attachments 1 and 2, since Attachment 1 information is now located on the EP Web page and Attachment 2 is now a separate form. A new "ERO Expectations" was added.

EPP/IP 2.2 "Onsite Monitoring for Airborne Release" Revision 12 re-formatted the entire procedure. Section D.5 added vehicle safety precautions. Precautions were also added as step 2.3 and as two new notes to Section 5.0. A correction was made to Step 5.2.3 for sampling time. The site map in Attachment 3 was updated. incorporated "three-way communications" as part of radio protocol.

EPP/IP 3.2 "Site Assembly and Personnel Accountability" Revision 13 changed Sections 1.2.5 and 2.1 and Attachments 1 and 7, due to changes in the designated Assembly Areas.

Step 1.2.3.1 was deleted and the following step was renumbered. Attachment 3 (site map) was updated.
