SAN ONOFRE NUCLEAR GENERATING STATION (SONGS), UNITS 2 AND 3

- RE: REQUEST FOR RELIEF FROM THE REQUIREMENTS OF THE AMERICAN SOCIETY OF MECHANICAL ENGINEERS (ASME) BOILER AND PRESSURE VESSEL CODE (CODE) CONCERNING USE OF TEMPERBEAD AND EMBEDDED FLAW REPAIR TECHNIQUES (TAC NOS. MB5186 AND MB5187)

Dear Mr. Ray:

By letter dated May 24, 2002, Southern California Edison Company (SCE) submitted relief requests RVHP-1 and RVHP-2, to use alternatives to repair requirements of the ASME Code.

As an alternative to the Half-Bead Technique requirement contained in the 1989 ASME Code, Section Xl, IWA-4500, RVHP-1 requested the use of the Temperbead Technique method previously proposed by Westinghouse Electric Company. Similarly, relief request RVHP-2 requested to use the Embedded Flaw repair technique in lieu of requirements outlined in ASME Code,Section III.

By letter dated March 25, 2003, SCE withdrew its request for the NRCs review of RVHP-1 and RVHP-2, citing the lack of need for these alternative repair techniques in performing reactor pressure vessel head inspections.

This letter is to inform you that, as of March 25, 2003, the NRC staff has stopped all work related to TAC nos. MB5186 and MB5187. Should you have any questions on this matter, please contact me at 301-415-8450.
