NPF-63 TWENTY-DAY RESPONSE TO ORDER FOR ESTABLISHING INTERIM INSPECTION REQUIREMENTS FOR REACTOR PRESSURE VESSEL HEADS AT PRESSURIZED WATER REACTORS Ladies and Gentlemen:

On February 11, 2003, the Nuclear Regulatory Commission issued an Order letter,

Subject:

"Establishing Interim Inspection Requirements for Reactor Pressure Vessel Heads at Pressurized Water Reactors." In the order,Section V, the Nuclear Regulatory Commission requires that, within 20 days the licensee must, and any other person adversely affected by the Order may, submit an answer to the Order, and may request a hearing on the Order. In accordance with Section V of the Order, the Licensee may consent to the order or pursue alternate actions as described in the Order.

The Harris Nuclear Plant has reviewed the order and by this letter consents to the requirements therein. As clarified by the NRC in the public meeting held on February 24, 2003, in response to questions submitted by NEI, the scope of the bare metal visual inspection includes "the RPV head penetration nozzles and related areas of the RPV head that may be subject to external sources of boric acid." It does not include areas of the head not subject to external sources of boric acid, including, but not limited to, areas such as the inside of the head studs, the inside the lifting lug bolt holes, or the underside of the head.
