SUBJECT:

SUMMARY

OF MARCH 4, 2003, MEETING WITH PACIFIC GAS AND ELECTRIC COMPANY (PG&E) ON RESOLUTION OF STEAM GENERATOR ISSUES FROM THE CURRENT DIABLO CANYON POWER PLANT UNIT 2 REFUELING OUTAGE 2R11 On March 4, 2003, the NRC staff met with Pacific Gas and Electric Company to discuss their proposed resolution of steam generator issues from the current refueling outage 2R11 for the Diablo Canyon Power Plant (DCPP), Unit 2.

In the meeting the following DCPP Unit 2 steam generator issues were discussed:

 steam generator inspection scope and results,

 outside diameter stress corrosion cracking voltage growth,

 review Generic Letter 95-05, "Voltage-Based Repair Criteria for Westinghouse Steam Generator Tubes Affected by Outside Diameter Stress Corrosion Cracking," alternate repair criteria requirements,

 as found vs. predicted results,

 crack growth and voltage dependent growth concepts,

 probability of detection (POD) for tube R44C45-2H flaw,

 startup calculations and assumptions and root cause analysis,

 locked tube support plate (TSP) update,

 U-bend indications and locations,

 visual inspection results, and

 in-situ leak and pressure test results.

Also, PG&E discussed the effects of the Unit 2 steam generator inspection results on Unit 1 operability.

PG&E also provided copies of an emergency amendment for Unit 2 for NRC approval for a POD of 1.0 to one bobbin indication, contained in the DCPP Unit 2 steam generator 4 tube, at row 44, column 45, at the second tube support plate on the hot leg side for the beginning of cycle voltage distribution for the DCPP Unit 2 Cycle 12 operational assessment. [Based on a later staff review of the amendment request, it was concluded that the proposed amendment is not needed prior to restart, and thus, it will be processed as a normal amendment request.]

At the conclusion of the meeting, the staff expressed their appreciation to PG&E for the presentation.
