DIABLO CANYON NUCLEAR POWER PLANT, UNIT NO. 2 - REVIEW OF EMERGENCY LICENSE AMENDMENT REQUEST REGARDING ALTERNATE METHOD OF DETERMINING PROBABILITY OF DETECTION FOR STEAM GENERATOR TUBE INDICATION (TAC NO. MB7875)
Dear Mr. Rueger:
By letter dated March 3, 2003 (DCL-03-026), and as supplemented on March 5, 2003 (DCL-03-027), you requested an emergency license amendment under 10 CFR 50.91(a)(5).
The proposed amendment would authorize revisions to the Final Safety Analysis Report (FSAR) Update to incorporate the NRC approval of a probability of detection (POD) of 1.0 for one bobbin indication contained in the Diablo Canyon Power Plant (DCPP), Unit 2 steam generator 4, tube at row 44, column 45, at the second tube support plate on the hot leg side (R44C45-2H), for the beginning-of-cycle voltage distribution for the DCPP Unit 2 Cycle 12 operational assessment.
In your application, you requested that the staff issue the amendment on an emergency basis before DCPP Unit 2 restart from the current refueling outage. Based upon our review of your application, we have concluded that the proposed amendment is not needed prior to restart of the plant, and therefore, does not meet the emergency requirements of 10 CFR 50.91(a)(5).
Therefore, the license amendment application will be processed as a normal license amendment request. If you have any questions, please contact me at (301) 415-8439.
