In Pacific Gas & Electric (PG&E) letter DCL-03-026, "License Amendment Request 03-04, Emergency Request for Approval to Use an Alternate Method of Determining Probability of Detection for the Diablo Canyon Unit 2 Steam Generator 4 Tube R44C45 Indication," dated March 3, 2003, PG&E requested NRC approval to apply a probability of detection (POD) of 1.0 to one bobbin indication for the beginning of cycle (BOC) voltage distribution for the Diablo Canyon Power Plant (DCPP) Unit 2 cycle 12 operational assessment. The bobbin indication is contained in a DCPP Unit 2 steam generator 4 tube at row 44, column 45 at the second tube support plate on the hot leg side (R44C45-2H).

In a telephone call held between the NRC staff and PG&E personnel on March 4, 2003, the NRC requested that PG&E commit to updating the Final Safety Analysis Report Update (FSARU) to reflect the NRC approval to apply a POD of 1.0 to the R44C45-2H bobbin indication for the BOC cycle 12 voltage distribution for the DCPP Unit 2 cycle 12 operational assessment. PG&E agrees that the amendment requested in DCL-03-026 dated March 3, 2003, is for the NRC to authorize a change to the FSARU that includes the NRC approval to apply a POD of 1.0 to the R44C45-2H bobbin indication for the BOC cycle 12 voltage distribution for the DCPP Unit 2 cycle 12 operational assessment. In the March 4, 2003 telephone call, the NRC staff requested that PG&E agree that this FSARU change will become a condition for implementation of the license amendment. PG&E agrees to this condition. Upon approval, PG&E will incorporate into the FSARU the description of the alternate method for determining POD as described in PG&E letter DCL-03-026 and any supplementary correspondence as well as the NRC staffs safety evaluation related to the amendment request. PG&E will implement the license amendment and update the FSARU as described above within 30 days of issuance of the license amendment. This additional information does not affect the results of the technical evaluation and no significant hazards consideration determination previously transmitted in PG&E letter DCL-03-026 dated March 3,2003.
