Pursuant to 10 CFR 26.71(d), enclosed is the semiannual Fitness For Duty (FFD) Program performance data for the above listed plants belonging to Progress Energy Carolinas, Inc. (PEC)

(also known as Carolina Power & Ligt Company) and Progress Energy Florida, Inc. (PEF) (also known as Florida Power Corporation7).

The enclosed report provides FFD Program performance data for personnel subject to the requirements of 10 CFR 26, for the penod July 1, 2002 through December 31, 2002.

This document contains no new regulatory commitment.

EFFECTIVENESS EVALUATION Fitness For Duty Program Performance Data Random testing is required to be performed at an annual rate of at least 50% of the workforce in accordance with 10 CFR 26.24(a)(2). The current six month reporting period random testing rates were approximately 28.6% for Progress Energy Carolinas, Inc. (PEC) (also known as Carolina Power and Light Company) Plants (i.e., Brunswick, Harris, and Robinson) and 28.9%

for Progress Energy Florida, Inc. (PEF) (also known as Florida Power Corporation) Crystal River Plant. For PEC, there were 818 random tests conducted with an average of 2859 workers eligible for testing. For PEF, there were 232 random tests conducted with an average of 804 workers eligible for testing. The annual testing rate for PEC was approximately 56% with 1605 random tests conducted with an average of 2866 workers eligible for testing. The annual testing rate for PEF was approximately 58.9% with 470 random test conducted with an average of 799 workers eligible for testing.

The total rate of positive test results for this reporting period for PEC was approximately 0.65%.

There were 10 positive results out of 1548 tests. The positive test results comprised 6 pre access, 2 random, 1 for-cause, and 1 other. The total rate of positive test results for this reporting period for PEF was approximately 0.63%. There were 2 positive results out of 319 tests. The positive test results comprised 1 pre-access, 0 random, 0 for-cause, and 1 other. Unescorted access for the individuals with confirmed positive tests was denied or revoked, as applicable.

For this reporting period for PEC, the positive test rate for employees was 0.15%, with 1 positive result out of 680 tests. For PEF, the positive test rate for employees was 0%

with 0 positive result out of 202 tests.

For this reporting period for PEC, the positive test rate for contractors was approximately 1.0% with 9 positive results out of 868 tests. For PEF, the positive test rate was 1.7% with 2 positive tests out of 117 tests.

There was no unsatisfactory blind performance test during the reporting period.
