Cooper Nuclear Station Nebraska Public Power District MB6816 50-298 DPR-46 Project Directorate IV-1 David Jaffe SRXB/DSSA Incomplete By letter dated November 15, 2002, Nebraska Public Power District made application to amend the Technical Specifications (TS) of the Cooper Nuclear Station. The proposed change includes revising the safety limit minimum critical power ratio (SLMCPR) value in TS 2.1.1.2.
The Reactor Systems Branch has reviewed the licensee's amendment request and prepared the attached request for additional information. Please transmit to the licensee.

DPR-46 NEBRASKA PUBLIC POWER DISTRICT COOPER NUCLEAR STATION DOCKET NO. 50-298 The staff has reviewed the Technical Specifications amendment request dated November 15, 2002, and identified question to be clarified by the licensee in relation to the information stated in Enclosure 2 of the submittal.
- 1. Describe detailed core design process including approved methods used, based on a plant/cycle specific parameters, to model the unfavorable bias for those bundle that are top-peaked power shape through the entire cycle operation. Also, provide a Table to show net adjustment to SLMCPR for both dual loop operation and single loop operation including BOC, MOC and EOC if applicable.
