RAS 5873 October 31, 2002 DOCKETED 10/31/2002 MEMORANDUM TO:
G. Paul Bollwerk, III Chief Administrative Judge Atomic Safety and Licensing Board Panel FROM:
Annette L. Vietti-Cook, Secretary /RA/
SUBJECT:
REQUEST FOR HEARING OF THE NATIONAL ENVIRONMENTAL PROTECTION CENTER Attached is a request for hearing and petition for leave to intervene dated October 14, 2002, and submitted by the National Environmental Protection Center (ADAMS accession number ML023040136). The petition was submitted in response to the issuance by the NRC staff of a proposed no significant hazards consideration notice with respect to a license amendment request of the Arizona Public Service Company to amend the operating license for the Palo Verde Nuclear Generating Station, Unit 1 (Docket No. 50-528). The proposed amendment would modify the license by revising item a.10, definition of steam generator tube inspection, in Section 5.5.9.4, Acceptance Criteria, of Technical Specification 5.5.9 Steam Generator Tube Surveillance Program, the administrative controls section of the plant Technical Specifications. It would, in effect, revise the scope of the required inspection of the tube in the Steam Generator tubesheet region. The notice was published in the Federal Register at 67 Fed. Reg. 62079 (October 3, 2002).
The request for hearing is being referred to you for appropriate action in accordance with 10 C.F.R. § 2.772(j).
