ALTERNATE REQUALIFICATION PROGRAM FOR DETAILED SENIOR REACTOR OPERATOR
Dear Mr. Ray:
This is in response to your letter dated February 12, 2003, concerning suspension of participation in the requalification program of Mr. Michael Lisitza, NRC license number SOP-4168-5, Docket No. 55-5632.
It is our understanding that Mr. Lisitza will not participate in the San Onofre Nuclear Generating Station, Unit Nos. 2 and 3, Licensed Operator Requalification Program due to his involvement with the Institute of Nuclear Power Operations (INPO).
It is also our understanding that Mr. Lisitza will be enrolled in an Accelerated Requalification Program [considered additional training in accordance with 10 CFR 55.59(b)], will be required to pass a comprehensive requalification examination, and will meet the requirements of 10 CFR 55.53(f) (1 and 2), 10 CFR 55.21, 10 CFR 55.23, and 10 CFR 26 prior to returning to licensed duties.
In addition, we request that, before Mr. Lisitza returns to licensed duties, you certify, in writing, to the Region IV office that Mr. Lisitza has successfully completed the Accelerated San Onofre Nuclear Generating Station, Units 2 and 3, Licensed Operator Requalification Program requirements in accordance with 10 CFR 55.59(b).
Please be advised that since Mr. Lisitza will not participate in the San Onofre Nuclear Generating Station, Units 2 and 3, Requalification Program, Mr. Lisitza shall not direct activities of licensed operators and shall not manipulate the controls of San Onofre Nuclear Generating Station, Units 2 and 3, during this period of involvement with INPO. His license is amended accordingly.
