SUMMARY

OF FEBRUARY 12, 2003, MEETING WITH TENNESSEE VALLEY AUTHORITY (TVA) TO DISCUSS THE SEQUOYAH, UNIT 1, STEAM GENERATOR COMPARTMENT ROOF MODIFICATIONS (TAC NO. MB5387)

On February 12, 2003, the U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of TVA and Bechtel at the NRC Headquarters in Rockville, Maryland. TVA requested this meeting to discuss an alternative to the through-bolted splice-plated methodology proposed in Bechtels Topical Report No. 24370-TR-C-003. The licensee discussed the selected alternative for the repair of the steam generator (SG) compartment roof modifications during the replacement of the SG for Sequoyah Nuclear Plant, Unit 1. The alternative proposed uses steel reinforced beams to re-establish the SG compartment roofs.

TVA provided to the staff a draft copy of the revised Bechtels Topical Report dated February 7, 2003, for Sequoyah, Unit 1, SG Replacement Compartment Roof Modification.

The revised report addresses responses to the NRC staff requests for additional information.

The licensee discussed the selected alternative for the repair. The participants discussed the boundary condition analysis, the tensioning of the bolts, and the shim placement. TVA and Bechtel representatives answered the staffs questions. Bechtel will be revising the topical report to address the identified issues. The staff had no additional questions. TVA indicated that the final version of the topical report would be submitted to the NRC by February 14, 2003.

This meeting was classified as a Category 1 meeting, which provided an opportunity for members of the public to communicate with the NRC staff after the business portion, but before the meeting was adjourned. However, there were no members of the public in attendance. is a list of attendees, Attachment 2 is a copy of TVAs handout distributed during the meeting, and Attachment 3 is a copy of the draft Bechtels topical report.

The staff noted that the above meeting was beneficial in gaining an understanding of TVAs plans and activities regarding the pending SG replacement for Sequoyah, Unit 1.
