February 25, 2003 MEMORANDUM TO: John A. Nakoski, Chief, Section 1 Project Directorate II Division of Licensing Project Management Office of Nuclear Reactor Regulation FROM: Christopher Gratton, Sr. Project Manager, Section 1 /RA/

Project Directorate II Division of Licensing Project Management Office of Nuclear Reactor Regulation

SUBJECT:

SURRY POWER STATION, UNITS 1 AND 2 - CANCELLATION OF THE IMPROVED TECHNICAL SPECIFICATIONS PROJECT (TAC NOS.

MB3658 and MB3659)

In a letter dated October 12, 2001, Virginia Electric and Power Company (Dominion) informed the Nuclear Regulatory Commission that they had decided to delay the conversion of the current Surry Power Station, Units 1 and 2, Technical Specifications to the Improved Standard Technical Specifications.

After evaluating the activities that are ongoing and planned for the next several years, Dominion does not expect to complete the Technical Specifications conversion project in the foreseeable future due to other more safety-significant projects, such as the reactor vessel head replacements and instrumentation upgrades. Therefore, Dominion has decided to cancel the project. Cancellation of the ITS project renders the review of the ITS setpoint methodology, currently under review by the NRC staff (TAC Nos. MB3658 and MB3659), unnecessary. At the licensees request, this review has been canceled. Dominion informed the NRC of their decision in a letter (ADAMS accession no. ML030380266) dated January 28, 2003.
