VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS I AND 2 CANCELLATION OF IMPROVED TECHNICAL SPECIFICATIONS PROJECT In an October 12, 2001 letter (Serial No.01-631), Virginia Electric and Power Company (Dominion) informed the NRC that we had decided to delay our conversion of the current Surry Power Station Technical Specifications to the Improved Standard Technical Specifications.

After evaluating the activities that are ongoing and planned for the next several years, Dominion does not expect to complete the Technical Specifications conversion project in the foreseeable future due to other more safety-significant projects, such as the reactor vessel head replacements and instrumentation upgrades. Therefore, Dominion has decided to cancel the project.

This decision was discussed with Mr. Robert Dennig of the NRC during a conference call on January 14, 2003.
