Dear Mr. Cottle:

On February 4, 2003, the Commission issued Amendment No. 150 to Facility Operating License No. NPF-76 and Amendment No. 138 to Facility Operating License No. NPF-80 for the South Texas Project, Units 1 and 2, respectively. The amendments relocated the shutdown margin limits from the Technical Specifications (TSs) to the Core Operating Limits Report and modified certain boration requirements consistent with NUREG-1431.

Through an administrative error, changes previously made to TS page 3/4 9-1 in Amendment Nos. 149 and 137 for South Texas Project, Units 1 and 2, respectively, were not captured in Amendments 150 and 138. A revised page is enclosed.

Sincerely,

/RA/
