REPORT ASSOCIATED WITH THE STAFFS REVIEW OF THE APPLICATION FOR RENEWAL OF THE OPERATING LICENSE FOR THE VIRGIL C. SUMMER NUCLEAR STATION

Dear Mr. Byrne:

From October 25, 2002 to January 6, 2003, the Nuclear Regulatory Commission (NRC) conducted a scoping process to determine the extent of the NRC staffs environmental review of the Virgil C. Summer Nuclear Station (V.C. Summer) license renewal application. The application for renewal was submitted by South Carolina Electric and Gas Company (SCE&G) on August 6, 2002. As part of the scoping process, the NRC staff held two public environmental scoping meetings in Jenkinsville, South Carolina, on December 11, 2002, to solicit public input regarding the scope of the review. The scoping process is the first step in the development of a plant-specific supplement to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GEIS), for V.C. Summer.

The NRC staff has prepared the enclosed environmental scoping summary report identifying comments received at the December 11, 2002, license renewal environmental scoping meetings, and in writing during the scoping comment period. In accordance with 10 CFR 51.29(b), you are being provided a copy of the scoping summary report. The transcripts of the meetings can be found as an enclosure to the January 14, 2003, meeting summary, which is available electronically for public inspection at the NRC's Public Document Room (PDR), located at One White Flint North, 11555 Rockville Pike (first floor), Rockville, Maryland, or from the Publicly Available Records component of NRCs Agencywide Documents Access and Management System (ADAMS), under Accession No. ML030100477. ADAMS is accessible at http://www.nrc.gov/reading-rm/adams.html, which provides access through the NRC's Public Electronic Reading Room (PERR) link.
