SUMMARY

OF FEBRUARY 6, 2003, MEETING REGARDING THE SELECTIVE SCOPE APPLICATION OF AN ALTERNATIVE SOURCE TERM FOR THE POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 On February 6, 2003, a meeting was held between the Nuclear Regulatory Commission (NRC) and the Nuclear Management Company, LLC (NMC), regarding the selective scope application of an alternative source term (AST) for the Point Beach Nuclear Plant, Units 1 and 2. The meeting agenda is available in the Agency Documents Access and Management System (ADAMS) via Accession No. ML030160143. Enclosure 1 provides a list of meeting participants.

Representatives from NMC made a presentation and provided the NRC staff with slides (Enclosure 2). The NMC staff discussed its plan to adopt the AST for the fuel handling accident (FHA) only (at this time). Although an FHA has a low probability of occurrence, it could conceivably involve uncontrolled releases of radioactive materials to the environment. A source term is the amount and composition of fission products postulated to be released, which is used in modeling releases of radionuclides to the environment. In addition to adopting the AST, NMC proposes to conduct refueling operations with the containment open (thus the equipment hatch and the personnel air lock would be open). It is the position of NMC that by adopting the AST, the analysis indicates that radiation doses from an FHA with the containment open is within acceptable limits.

No commitments were made by the NRC staff or by the NMC representatives. However, some of the issues discussed were as follows:

  • The FHA accident analysis does not take credit for the use of potassium iodide (KI) for the control room operator dose assessment.
  • The FHA analysis will be based on the uprated power level of 1683 megawatts thermal.
  • Verification of the NMC assumption of 500 cubic feet per minute unfiltered air inleakage to the control room. (The current licensing basis is 10 cfm).
  • Determination of the current inleakage and performance of a control room unfiltered air inleakage test. Conducting a sensitivity analysis to determine the maximum inleakage rate meeting the dose criteria specified in Point Beach-specific General Design Criterion 19.
  • Contingency plans (administrative controls) for closing the hatch if an FHA occurred.

By March 31, 2003, NMC plans to submit an amendment request pertaining to the selective implementation of an AST for the FHA.
