Plant Status and Inspector Insights Scott Thomas provided a briefing on current plant activities as follows:
One fuel assembly, having significant grid strapping damage, is scheduled to be returned to Framatome on Tuesday. The assembly was not irradiated but was placed in the core. It has been fully decontaminated and will be shipped in a new fuel container.
Reactor Coolant Pump 1-2 completed its uncoupled run.
ECCS Sump screen installation is in progress. The access hole from the old sump area to the undervessel sump expansion is complete.
Decay Heat Valve Pit stainless steel floor is being installed and welded into place.
The Reactor Cavity Shroud is being installed.
Containment Air Coolers (CAC) floor supports are being welded into place. Painting is continuing on CAC #3.
The licensee was having a day long meeting on Tuesday to identify all Mode 6 restraints.
The discrete particle inspection report was issued on Tuesday.
Licensees current schedule is as follows:

Restart Checklist The Restart Checklist was discussed by the Davis-Besse Oversight Panel (DBOP).
Revision 2 of the Checklist is currently ready for DBOP review. Areas of change included reformatting of the number scheme to more closely line up with the original Restart Checklist, and the inclusion of item 3.i - Process for Ensuring Completeness and Accuracy of Required Records and Submittals to the NRC. Continued discussion was expected at the next internal meeting.
An action item was taken by D. Passehl on this draft revision to contact the licensee and determine what the licensee needs for clarification on the Restart Checklist number scheme and item 5.a.

Review of action items (panel)
The panel reviewed the list of open action items, with discussions and actions as follows:
Item 24a - Item discussed.
Item 54a - Item is under NRR review. Allegation item #3 under NRR review.
Item 73 - Item discussed. The longer term response on the procedure may require a formal meeting between all parties involved in the current 0350 process.
Item 74 - RAM continues to be updated with most items mapped out. Some letters still require entry into the matrix.
Item 88 - Item discussed with dates clarified as January 17 for the package being ready and February 6 for the SERP.
Item 97 - Licensee RAI response to NRR questions expected in mid February.
Item 99 - Items entered into RAM with future DBOP consideration for full scope of 95003 attributes.

Item 122 - Item discussed and decision to drop items redundant to Item 24b and close item.

Discuss Process Plan The DBOP discussed the Panel Process Plan in depth. Several recommendations were made to update the plan.
Item B.1 - Update with visits including Sam Collins. Item B.1.5 - OI investigation comment should be updated.
Item B.2 - Item B.2.3.1 - complete with status report and ongoing activities, Item B.2.4 -
An audit of the Comm Plan should be performed, Item B.2.5 - View Book was complete on 11/01/02.
Item B.3 - Item B.3.3.1 Restart Checklist rev. 1 approved 10/30/02, Item B.3.4 Item should be closed, Item B.3.5 should be updated with status, Item B.3.9 note closure of significant 2.206 petitions, Item 3.10 update with schedule meeting on Thursday, Item B.3.11 to close on Rev. 0 with update on licensing actions requested monthly.

Discuss Licensing Issues and Actions The DBOP was updated on activities by J. Hopkins. A letter sent to D. Lochbaum explaining difference between Davis-Besse Oversight Process and the former D.C.
Cook Oversight Process. The letter is available for review in ADAMS under accession number ML0232204850. Additionally a letter was sent to D. Lochbaum explaining the NRC position on updating the FSAR for safety significant inspection programs. This letter is available for review in ADAMs under accession number ML022760202.

Items for Licensee Weekly Calls Discussion was held on items to be brought forward for the weekly licensee update to the DBOP. Items of interest were a status of the restart reconciliation of restart issues, a report on human performance trends, a status of the QA review of effects of reduction of contract work force and question resolution on the reactor coolant pump reverse running and breaker difficulties.
J. Grobe briefed the DBOP on the December 24, 2003 public meeting. The licensee indicated that there would be an additional review of ten systems. The review would be a turnkey job for a contractor, NPR. The licensee plans to perform a QA audit of NPRs review and expects completion by January 20, 2003, for presentation to the Davis-Besse Review Board for final disposition. J. Grobe indicated that Marty Farber was planning an inspection during the week of January 13, 2003 to the NPR facilities in Virginia to gain confidence in the work process.
