Dear Chairman Meserve:
An independent review of emergency preparedness for areas around the Indian Point Energy Center released today concludes that "the current radiological response system and capabilities are not adequate...to protect the people from an unacceptable dose of radiation in the event of a release from Indian Point." My purpose in writing is to request that the NRC take immediate action to address the inadequacies identified in this report.
The review, conducted by James Lee Witt Associates, was undertaken at the request of Governor George Pataki to improve our understanding of the area's ability to respond to a radiological event and to assist our ongoing efforts to strengthen emergency preparedness.
The Witt report shows that the NRC and FEMA are operating with a pre-September 11 mentality when it comes to safety plans at Indian Point. That must change immediately. A bureaucratic approach which relies on unrealistic expectations and on compliance with outdated plans is not acceptable. It is imperative that the NRC and FEMA become more engaged in the specific circumstances of Indian Point (such as its location in a high population area), and more responsive to the realities of human behavior during a radiological event and to the possibility of
-a terrorist-caused event.-
In light of the significant problems identified by the Witt report, I have requested that plant operations be temporarily shut-down until the issues raised by the report are fully resolved. I urge you in the strongest possible terms to begin the process of resolving these serious inadequacies.
