Verification of Technical Specification Pressure/Temperature Curves for Replacement Reactor Vessel Head
Dear Mr. Dyer:
The NRC Inspection Manual Chapter 0350 Panel for the Davis-Besse Nuclear Power Station (DBNPS) has identified the verification of the DBNPS Technical Specification (TS) pressure/temperature curves for the replacement reactor pressure vessel (RPV) head as Item 6.f on its Restart Checklist. This letter documents the verification of the DBNPS reactor coolant system (RCS) pressure/temperature limits for the RPV head replacement.
Pressure/temperature limits for the RCS are contained in DBNPS TS 3/4.4.9, "Reactor Coolant System - Pressure/Temperature Limits." Under contract with the FirstEnergy Nuclear Operating Company (FENOC), Framatome-ANP performed a comparison of the replacement RPV head material properties to the properties used in the development of the current pressure/temperature limits. This comparison determined that the replacement RPV head impact test data verifies that its material properties are within the design parameters used in the development of the current DBNPS TS pressure/temperature limits. Therefore, the pressure/temperature limits of TS 3/4.4.9 remain appropriate and do not require revision to support RPV head replacement.
