SUMMARY
OF DECEMBER 11, 2002, CATEGORY 1 MEETING WITH ENVY, TO DISCUSS THEIR POWER UPRATE PROJECT (TAC NO. MB6713)
On December 11, 2002, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives from ENVY, at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss ENVYs 20% power uprate project for VY.
The licensee presented information on the status of their project, the schedule for various supporting submittals, the approach for implementing the extended power uprate, and their projected need dates for NRC staff approval.
The NRC staff queried the licensee about several issues including expected review time, the need for sufficient detail to support the power uprate, responding to previous request for additional information (RAI), and scheduling in light of final NRC staff acceptance of topical reports used by the licensee in support of the power uprate project.
The licensee agreed that the requested review times were aggressive, however, they would look into expediting their submittals to allow more time for staffs review. The licensee noted that they would provide sufficient detail for staff review (examples given by the staff were alternate source term calculations and clear control room unfiltered in-leakage basis). The licensee also stated that they have been reviewing previous safety evaluations (SEs) on power uprates, including RAIs, and will be addressing those issues where appropriate. ENVY understands that the SE for supporting topical reports has not been issued by the NRC staff, but ENVY stated that they would make adjustments, as appropriate, once the SE is issued.
Members of the public were in attendance. Public Meeting Forms were distributed to the attendees and several forms were returned with comment. These have been forwarded to the Office of the Executive Director for Operations.
