SUMMARY
OF TELEPHONE CALL REGARDING REQUEST FOR LICENSE AMENDMENT: EMERGENCY DIESEL GENERATOR LOCKOUT RELAYS FACILITY OPERATING LICENSE NPF-57 DOCKET NO. 50-354 The following is a summary of the December 24, 2002 telephone call between PSEG Nuclear LLC (PSEG) and NRC staff as requested by Mr. Robert Fretz of the NRC's Division of Licensing Project Management. The phone call was to discuss PSEG's license amendment request dated December 17, 2002 for Hope Creek Generating Station Emergency Diesel Generator (EDG) lockout relay testing.
NRC requested a description of the testing performed during power operation to satisfy the surveillance requirements of Technical Specification 4.8.1.1.2.h.14.
PSEG described the testing for two specific functions (i.e., generator differential and low lube oil pressure).
Lockout relay outputs were blocked by opening knife switches during the tests.
The lockout relay testing was performed while the EDG being tested was declared inoperable per Technical Specifications.
Lockout relay-response to generator differential was tested by injecting a test current to the differential relay and verifying lockout relay actuation (i.e., by lockout relay actuation alarm and by observing that the relay changed position).

Document Control Desk DEC 3 1 2002 LRN-02-0439 The low lube oil pressure lockout feature is enabled when the diesel engine is operating, using an interlock with engine speed and a delay timer. To test the lube oil pressure lockout feature, an engine speed signal was simulated that, coincident with low lube oil pressure, was confirmed to result in lockout relay actuation.
