OF PUBLIC MEETING TO DISCUSS THE DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT REGARDING LICENSE RENEWAL FOR ST. LUCIE, UNIT NOS. 1 AND 2 On Tuesday, December 3, 2002, the U.S. Nuclear Regulatory Commission (NRC) staff held public meetings in Port St. Lucie, Florida, to discuss the staffs draft Supplemental Environmental Impact Statement (SEIS) regarding license renewal for St. Lucie, Unit Nos. 1 and 2 (St. Lucie). The staff prepared the draft SEIS in response to the application submitted by Florida Power & Light Company (FPL) for renewal of the operating licenses for St. Lucie.
Afternoon and evening sessions were held to allow maximum public participation. Formal presentations were made by John Tappert, Noel Dudley, and Michael Masnik of the NRC staff, and Eva Eckert Hickey of Pacific Northwest National Laboratory (working under contract to the NRC). is the corrected transcript for the afternoon meeting and Enclosure 2 is a corrected transcript for the evening meeting. Enclosure 3 is a copy of the NRC staffs presentation slides. is the combined list of attendees for both the afternoon and evening sessions.
The purpose of the meetings was to provide the public with a summary of the NRC staffs findings in the draft SEIS and give the public an opportunity to provide comments on the draft.
The SEIS is a St. Lucie plant-specific supplement to the Generic Environmental Impact Statement for License Renewal of Nuclear Plants (NUREG-1437). Each meeting was preceded by a one-hour open house hosted by the NRC to allow members of the public to talk to the staff in a less formal setting.
The staff presentations during the meetings outlined the overall license renewal process, provided a description of the National Environmental Policy Act review process, summarized the results of the staffs review (as documented in the SEIS), and gave information concerning the means available to the public to submit comments. The comment period on the draft SEIS ends on January 15, 2003.
After the formal presentations, given by the NRC staff, members of the public were invited to provide comments. Approximately 50 people attended the two sessions and 23 persons made comments. Most of the comments were supportive of extending the operating life of the two nuclear units at St. Lucie; however, various concerns were expressed. Attendees included representatives of the NRC, FPL, and the nuclear industry; State government officials; the press; and members of the public at large.
The NRC staff will review the comments made at the meetings, along with any other comments submitted to the NRC during the comment period. The staff will then revise the SEIS, as appropriate, and issue the final version by July 2003.
