Brenda, I have looked over the August 8, 2002 Biological Opinion for Crystal River and it has most of what we wanted and unfortunately a little more than we asked. I am not sure if we have a problem with page 24, Reasonable and Prudent Measures, if they really want the NRC to monitor the sea turtle activities around the bar racks I volunteer. You need to make sure the licensee gets a copy of this as soon as you can. It is a public document and they will be very interested in receiving a copy if they do not have one already.
They may want to have a telephone Conference to talk it over. If there is any ambiguity in the terms and conditions we may need a clarification letter. Let the licensee look it over and get back to us. I will be in next week after Wednesday. Next, the document needs to be sent to them formally. See a May 18, 2001 letter to Mr. T. Plunkett at St. Lucie (50-335) for an example. Should be easy. Finally the licensee and you need to decide if a change to the Tech specs is needed in response to the new Biological Opinion. If so, they need to get it in for our review.
