Davis-Besse Head Update To all:

The Davis-Besse licensee has informed us that replacement of the reactor pressure vessel head has taken priority over their previous plans to repair the existing head. However, during the interim period, they plan to continue both activities in parallel.

During a phone call with the licensee this afternoon, they presented the following:

- Consumers Power has offered a 30-day option to purchase the Midland head. They indicated they are currently in day 3 of this understanding.

- Their plan is to have Framatome purchase the RPV head and the service structure housing the CRDMs.

Framatome would ensure the paperwork is appropriate to meet NRC regulations and then sell the RPV head to FirstEnergy. This supercedes a former plan of shipping the RPV head to B&W Canada.

- The Midland reactor vessel has undergone a full system hydro test. However, it is not clear how to factor this into post-repair acceptance testing.

- The Midland and Davis-Besse reactor vessels are nearly identical. The Midland head has the same materials and susceptibilities of CRDM cracking.

- The licensee believes the original N-stamp of the RPV head is still valid. The licensee agreed that certification would be key to staff approval. While evidence exists to show that all appropriate paperwork was originally inplace, the licensee indicated that some paperwork may no longer be available.

- The Midland head has been observed by FirstEnergy and some rust exists on the head. The licensee plans to perform non-destructive examinations to augment paperwork.

- The licensee wants to continue telecons with the NRR staff over the next week to increase their confidence that there will be no regulatory surprises. We have tentative plans for a conference call sometime after 2:00 p.m. on Monday.

- We indicated that a replacement head appears to be a more desirable alternative. Also, to ensure public confidence, we indicated our desire to hold a public meeting on this subject (in addition to conference calls) in the near term.

- Finally, we indicated that continuing the parallel paths of RPV repair and replacement are putting a strain on our resources. The licensee has established separate repair and replacement teams and intends to' make a final decision in the near future.
