Dear Ms. Vietta-Cook:
I served as a township supervisor during the accident at Three Mile Island.
Newberry Township is the largest municipality in the West Shore of Three Mile Island within the five-mile radius, so I experienced firsthand the problems of the nuclear accident. In fact, I testified at numerous public hearings following the accident and the evacuation and our lack of preparedness at that time.
As you well know, the evacuation plans have tremendously improved since March 28, 1979. One oversight was called to my attention recently by a Lawrence T.
Christian, 133 Pleasant View Terrace, New Cumberland, PA, 17070 in that nursery schools and daycare centers are not a part of the federally mandated radiological emergency evacuation requirement plans.
I strongly support the inclusion of daycare centers and nursery schools in the evacuation plans of all 103 nuclear power plants in the United States. Please consider my support in this letter as you consider the petition for rule making by your agency.
Mr. Christian is exactly right in his petition to you: There is no reason not to include nursery schools and daycare centers in the evacuation plans. It is just plain common sense and is a shortcoming that needs to be corrected as soon as possible.
Please make this letter part of the official request in support of this new rule.
