January 6, 2003 LICENSEE: FirstEnergy Nuclear Operating Company FACILITY: Davis-Besse Nuclear Power Station, Unit 1

SUBJECT:

DAVIS-BESSE NUCLEAR POWER STATION, UNIT 1 - MEETING

SUMMARY

OF NOVEMBER 26, 2002, TO DISCUSS THE NEW CONTAINMENT BUILDING SUMP STRAINER DESIGN On November 26, 2002, Nuclear Regulatory Commission (NRC) management and staff conducted a public meeting in Rockville, Maryland, with representatives of FirstEnergy Nuclear Operating Company. The purpose of the meeting was to discuss the new Davis-Besse containment building emergency sump strainer design. The meeting was noticed on November 15, 2002. A telephone conference bridge was established for members of the public who were unable to attend.

The licensee presented a summary of the status of the containment emergency sump strainer modification. The original sump strainer design consisted of galvanized wire with 1/4 inch square openings. The new design consists of perforated stainless steel tubes with 3/16 inch diameter holes. The strainers are designed to American Society of Mechanical EngineersSection III to withstand 5 psi differential pressure. The new strainer design consists of an upper and lower strainer comprising approximately 1200 square feet of available surface area.

The licensee reviewed two pipe break scenarios as controlling the strainer design. The first scenario consisting of a hot-leg break at the top of the steam generator generates the largest amount of debris. The second case of a hot-leg break at the reactor vessel generates a smaller volume of debris, but could damage the lower strainer due to missile generation.

The strainers are being fabricated by a contractor. Modification completion is scheduled for January 2003.

The meeting attendees are included as Enclosure 1. The presentation slides used by the licensee are accessible on the portion of the NRC website (www.nrc.gov) established for the public meetings associated with the Davis-Besse reactor vessel head degradation issue and in the Agencywide Documents Access and Management System (ADAMS) under ADAMS accession number ML023530626, and are included as Enclosure 2.
