Duke OPower A Duke E-gy Company D.M. Jamil Vice President, McGuire November 21, 2002 United States Nuclear Regulatory Commission ATTENTION:

SUBJECT:

Duke Power McGuire Nuclear Station 12700 Hagers Ferry Road Huntersville, NC 28078-9340 (704) 875-4000 (704) 875-5333 OFFICE (704) 875-4809 FAX Duke Energy Corporation McGuire Nuclear Station Units 1 and 2 Docket Nos.

50-369 and 50-370 Technical Specification (TS) Bases Change Attached is McGuire Technical Specification (TS) Manual Section 3.3.1 (RTS Instrumentation),

Table 3.3.1-1, page 2 of 7.

We ask that you please re-issue this page under approved Technical Specification Amendment 194/175 which was issued on September 18, 2002.

On March 2,

2000, TS Amendment 191/172 was issued.

Included in this amendment was a change on Table 3.3.1 page 2 of 7 to the single loop and two loop Low NC Flow allowable value from >90%

to >87% and the Nominal Trip Setpoint from 91% to 88%.

TS Amendment 194/175 was prepared prior to the issuance of the 191/172 TS Amendment, and when the 194/175 TS Amendment was issued the NC Flow setpoint values were inadvertently changed back to the old values.

Please contact Jeff Thomas at (704) 875-4535 if you have any questions.

Very truly yours, D.M. Jamil Attachments Ao I
