US Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 Request For Review and Approval of Relief Requests Associated with Fourth 10-Year Interval Inservice Testincq Procqram Plan Submittal Pursuant to the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code Section XI, and 10 CFR 50.55a(f), attached is our document titled "Pump and Valve In-Service Testing Program Plan, Fourth Interval - Revision 0, March 9, 2003 through May 31, 2012." The Inservice Testing (IST) Program Plan meets the requirements of 10 CFR 50.55a(f)(4)(ii) in that 12 months prior to the fourth interval start date of March 9, 2003, the plan complies with the 1995 Edition, 1996 Addenda of ASME Operation and Maintenance (OM) Code.
Relief Requests are listed in Attachment 3 of the enclosed plan. Previously~approved Relief Requests have been renumbered. Two Relief Requests are first time submittals, Pump Relief Request PR-05 and Valve Relief Request VR-01. PR-05, "Standby Liquid Control Pump Vibration Frequency Response Range," references a similar Relief Request approved by the NRC for the Duane Arnold Energy Center. VR-01, "Control Rod Drive-1 14 Closure Testing," is a new request based on code edition changes in the Fourth 10-Year Interval Program Plan. The NRC has previously approved the remaining five IST Relief Requests. They are re-submitted for the Fourth 10-Year Interval. NRC review and approval is requested prior to our implementation date of March 9, 2003.
This letter does not contain any new NRC commitments and does not modify any prior commitments.
