MONTICELLO NUCLEAR GENERATING PLANT - REVIEW OF RELIEF REQUESTS ASSOCIATED WITH THE FOURTH INTERVAL INSERVICE TESTING PROGRAM PLAN SUBMITTAL, DATED NOVEMBER 22, 2002 (TAC NO. MB6807)
Dear Mr. Forbes:
Nuclear Management Company, LLC (NMC) has submitted a request for review and approval of relief requests associated with the fourth 10-year interval inservice testing (IST) program plan at Monticello Nuclear Generating Plant. The submittal contains seven relief requests; two relief requests are first time submittals and five relief requests have been previously approved by the Nuclear Regulatory Commission (NRC) staff. The NRC staff received the relief requests associated with the fourth 10-year IST program plan submittal on November 25, 2002, via fax, but the letter was dated November 22, 2002, and NMC requested a completion date by March 9, 2003. This is a request to complete the relief requests associated with the fourth 10-year IST program plan submittal in 105 days, which is approximately three and a half months.
The NRC performance goals for licensing actions is to complete 95 percent in less than one year and 100 percent in less than two years. The NRC staff finds your proposed target date for completion of our review to be extremely aggressive, but the NRC staff will endeavor to complete its review consistent with the proposed schedule.
The NRC faces significant challenges to balance its work load, available resources, and budget constraints and achieve its performance goals. Accordingly, it is important that you plan your submittals to enable the NRC staff to perform its review in an efficient manner consistent with our performance goals and your schedule.
