VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT 2 PLANNED REACTOR PRESSURE VESSEL HEAD REPLACEMENT TRANSMITTAL OF DESIGN SPECIFICATION FOR REACTOR VESSEL In an October 2, 2002 telephone conference call, Virginia Electric and Power Company (Dominion) notified the NRC of our plans to replace the Unit 2 reactor vessel head (RVH) during the current refueling outage for North Anna Unit 2. Replacing the RVH during the current outage with a RVH of more corrosion resistant material addresses the concern identified in NRC Bulletin 2002-02 regarding Primary Water Stress Crack Corrosion of the penetration nozzles and associated welds.
However, in order to replace the RVH during the current outage requires the procurement of a RVH manufactured by Framatome to French standards.
During that conference call, the NRC requested the North Anna Unit 2 reactor vessel design specification and other associated documents associated with the fabrication of the original RVH.
Since the design specification contains Westinghouse proprietary information, a proprietary and a non-proprietary version of Equipment Specifications 676413, Revision 1, "General Reactor Vessel Specification," and 953069, Revision 0, "Addendum to Equipment Specification 676433, Rev 1, North Anna Station," are provided in Attachments 1 and 2, respectively.
Accordingly, it is requested that the information that is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR 2.790 of the Commission's regulations. The remainder of the requested information is included in Attachment 3.
In order to conform to the requirements of 10 CFR 2.790 concerning the protection of proprietary information, the information that is proprietary in Attachment 1 (the proprietary version) is contained within brackets. Where the proprietary information has been deleted in Attachment 2 (the non-proprietary version), only the brackets remain (i.e., the information that was contained within the brackets in the proprietary version has been deleted.)
The justification for claiming the information so designated as proprietary is indicated in both versions by means of lower case letters (a) through (f) contained within parentheses located as superscript immediately following the brackets enclosing each item of information being identified as proprietary or in the margin
opposite such information. These lower case letters refer to the types of information Westinghouse customarily holds in confidence identified in Sections (4)(ii)(a) through (4)(ii)(f) of the affidavit accompanying this transmittal pursuant to 10 CFR 2.790(b)(1). to this letter provides Westinghouse letter CAW-02-1562, dated October 24, 2002, "Application for Withholding Proprietary Information from Public Disclosure,"
with Affidavit CAW-02-1562 affirming the proprietary nature of the document, and includes Westinghouse's Copyright Notice for the specifications.
