SUMMARY
OF MEETING HELD ON NOVEMBER 19, 2002, WITH EXELON GENERATION COMPANY, LLC TO DISCUSS ATWS AND UET SUBMITTAL On November 19, 2002, the U.S. Nuclear Regulatory Commission (NRC) staff held a meeting with representatives of Exelon Generation Company, LLC (Exelon) to discuss the subject amendment request dated March 19, 2002, and the licensees response to the NRR staffs request for additional information dated September 26, 2002. This meeting was requested by Exelon. The licensee, in its submittal, has proposed an approach for integrating into their configuration risk management program the anticipated transient without scram (ATWS) and unfavorable exposure time (UET) at Byron/Braidwood. This approach would allow the licensee to remove the Technical Specification requirement that restricts its fuel design to a 5 percent UET under specified base conditions. The purpose of the meeting was to provide an opportunity for the licensee to discuss this approach in detail with the NRC staff and to provide further clarification for the subject amendment.
In its presentation, the licensee provided the general background, historical perspective, and the bases for their submittal. The meeting was then opened for general discussion, during which time it became apparent that the NRC staff would need additional information to proceed further with this amendment. The staff stated that it will review the discussed information and will inform the licensee whether any additional clarification or supplemental information is necessary for completing its review.
