Subject:
Palo Verde Nucleaw Generating Station Mr. Russell Wise This serves to acknowledge cur telephone conversation of November 20". in which NEPC in general terms discussed safety concerns about operations at the Palo Verde Nuclear Generating Station ("PVNGS'). In addition, the NRC ana NEPC discussed several dates in which the NRC might arrange to meet with NEPC to more fully capture and understand NEPC's concerns with operations at PVNGS. Since our conversation, there has been significant developments regarding the NRC's licensee for the PVNGS facility. To this extent, and in view of NEPC's other safety concerns with respect to operations at the PVNGS nuclear facility, NEPC accepts the NRC's offer to meet with the NRC and especially the NRC senior resident inspector at the P\\'NGS facility in the near future, Do to pending litigation matters for which NEPC is currently engaged, the scheduling of a convenient date in which the NRC might meet with NEPC will have to be established in the coming days ahead.
In the intenm, NEPC requests that the NRC research locations in the Tonopah, Arizona area which may serve as a meeting place for NEPC and the NRC. In this light, the NRC senior resident inspector may be of great assistance to the agency since she resides in the area. Therefore, NEPC will review its current litigation schedule and other activities and provide a window of opportunity that the NRC might consider to meet with NEPC regarding important safety concerns related to operations at the PVNGS facility and whether NRC can have reasonable assurance that Arizona Public Seivice Company ("APS") the NRC licensee, will conduct operations at the PVNGS facility in full compliance with NRC regulahons under 10 C,F.R. Part 50 and Lnder other NRC authority.
Sincerely, Thomas C: William Travers Executive Director for Opeiations U.S. Nuclear Regulatory Commission Thomas Saporito, Executive Director NATIONAL ENVIRONMENTAL PROTECTION CENTER POST OFFICE BOX 1021.
