Palo Verde Nuclear Generating Station (PVNGS)
Units: 1, 2, 3 Dockets: STN 50-528, 50-529, 50-530 Licenses: NPF-41, NPF-51, NPF-74 Submittal of PVNGS Physical Security Plan, Amendment 46 Pursuant to 10 CFR 50.34(c) and 50.54(p)(2), Arizona Public Service Company (APS) hereby submits Amendment 46 to the PVNGS Physical Security Plan (hereafter Plan).
The primary change included in this Plan amendment relates to the construction of the North Access Facility (NAF). The NAF is an additional protected area portal constructed to process personnel, vehicles and materials in support of the Unit 2 steam generator replacement. Additionally, this Plan amendment includes access authorization changes relating to military background verifications (Regulatory Issue Summary 2002-17) and other minor clarifications.
APS has evaluated the Plan changes in accordance with 10 CFR 50.54(p)(2) and NRC Generic Letter 95-08 and has concluded the amendment does not result in a decrease in the safeguards effectiveness of the Plan. A justification for each of the Plan changes has been included in the enclosed summary of changes and the safeguards effectiveness evaluations for each of the Plan changes is available for NRC review upon request.

Nuclear Regulatory Commission ATTN: Document Control Desk Submittal of PVNGS Physical Security Plan, Amendment 46 Page 2 Enclosure I contains a summary of the individual changes and the composite Plan has been provided in Enclosure 2. Both enclosures contain safeguards information and as such are being controlled in accordance with 10 CFR 73.21.
In accordance with 10 CFR 50.4(b)(4) copies of this submittal are being forwarded to the NRC Region IV Administrator and the resident inspector. No commitments are made to the NRC in this submittal.
