Comment on Proposed Rule Change, Draft Regulatory Guide 1117, Regulatory Analysis for 50.44, draft changes to NUREG 0800, and the draft technical specification changes.
PPL Susquehanna, LLC applauds this effort by the Commission and appreciates their willingness to accept, review, and incorporate the input from a wide variety of industry sources.
Although this proposed Rule Change purports to "relax the requirements for hydrogen and oxygen monitoring equipment," it will actually serve to increase the reliability of H2 and 02 monitoring equipment.
Hence, this rule change will enhance public safety and should be finalized as soon as possible.
PPL hopes that the success of this pilot program will encourage the Commission to apply risk based analyses to more sections of 10CFR50 in the future.
The safety enhancements and cost savings realized by these actions are significant, and will act to allow licensees and future applicants to apply scant resources to more important areas.
