SUMMARY

OF OCTOBER 16, 2002, MEETING REGARDING THE EXTENDED POWER UPRATE AND FUEL TRANSITION ACTIVITIES FOR BROWNS FERRY UNITS 2 AND 3 (TAC NOS. MB6381 AND MB6382)

On October 16, 2002, the U.S. Nuclear Regulatory Commission (NRC) staff met with Tennessee Valley Authority (TVA) representatives and their consultants from Framatome Advanced Nuclear Power (ANP) at the NRC Headquarters in Rockville, Maryland. The objective of the meeting was for TVA and Framatome ANP to discuss with the NRC staff the fuel transition activities for Browns Ferry Units 2 and 3 extended power uprate (EPU). The meeting was closed to the public because the staff has determined the information is proprietary in nature (see NRC s letter to Framatome ANP, ADAMS Accession No. ML022660251). A list of attendees is enclosed.

The licensees representatives discussed several options for the EPU submittal. One of the options was the use of the latest revision of General Electric Company (GE) proprietary licensing topical report (TR) NEDC-3300P, Constant Pressure Power Uprate. Another option was the use of GE previously approved proprietary licensing TRs regarding EPU. The attendees discussed the options presented by TVA, as well as the issues related to the fuel transition in support of the introduction of the first reload of Framatome fuel in Browns Ferry Plant beginning with Unit 3 in the spring 2004 refueling outage at the EPU conditions.

TVA stated that the likely target date for submtting the GE portion of the application for amendments is about the middle of next year, and the Framatome analyses in August of next year. TVA would expect that the staff may be able to approve the amendments prior to the spring 2004 refueling outage for Unit 3. The staff expressed its concerns about the tight schedule for the review.
