SUBJECT:
SUMMARY
OF MEETING ON SEVERE ACCIDENT MANAGEMENT ALTERNATIVES TO SUPPORT REVIEW OF LICENSE RENEWAL APPLICATION OF H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT 2 On October 2, 2002, staff conducted a meeting with Carolina Power and Light Company (CP&L) to discuss the Severe Accident Management Alternatives (SAMA) submittal made as part of the license renewal application for H. B. Robinson Steam Electric Plant, Unit 2 (Robinson). The meeting was conducted at the Robinson plant because the documentation for the plant risk and SAMA analyses are available there. Enclosure 1 is the list of attendees.
Staff opened the meeting by indicating that it wanted to concentrate on understanding:
- 1. The current Robinson risk profile and how it was developed and reviewed.
- 2. How the list of SAMAs was developed.
- 3. How external events were addressed.
- 4. How uncertainties were addressed.
CP&L agreed to provide probabilistic risk assessment (PRA) summary results based on the latest Robinson PRA. The staff asked about any efforts made by the applicant to identify SAMAs which might provide significant reductions in risk at a lower cost than the 270 SAMAs already evaluated in the Robinson submittal. The staff pointed out that SAMAs do not have to rely only on safety grade equipment. The staff indicated that information is needed about the three such potential SAMAS identified by the staff:
- 1. Automatic safety injection pump trip on low refueling water storage tank level to protect the pumps for being damaged if the tank empties before manual swap-over to recirculation can be implemented.
- 2. Portable battery chargers which could be used to recharge batteries in station blackout sequences (SBO).
- 3. A direct drive diesel-powered auxiliary feedwater pump that could provide another source of feedwater during SBO sequences.
