09/19/02 14:31:43 FNP-0-EIP- 15.0 EMERGENCY .. DR.LLS EMERGENCY DRILLS 1.0 Purpose This procedure provides instructions and describes responsibilities for conducting emergency plan drills and testing communications networks.

2.0 References See Table 1.

3.0 General 3.1 Preplanned exercises simulating emergencies will be conducted to:

3.1.1 Determine the effectiveness of the FNP emergency organization in handling emergencies.

3.1.2 Evaluate communication and action support with offsite agencies.

3.1.3 Evaluate the interface with and response of the company emergency organization.

3.1.4 Test the adequacy of timing and contents of the EIPs.

3.1.5 Test emergency equipment and communications networks.

3.1.6 Test the public prompt notification system.

3.1.7 Keep affected personnel aware of their role in the plan.

3.2 The scenarios for use in these drills will be written, and will include the following elements:

3.2.1 The basic objective 3.2.2 The date, time, place(s) and participating organizations 3.2.3 The simulated event 3.2.4 A time schedule of real and simulated events 3.2.5 A narrative summary describing conduct of the drill Version 23

09/19/02 14:31:43 "-EIP- FN- 15.0 3.3 Each emergency alarm or announcement shall be considered valid unless an announcement is made to the contrary.

3.4 Each individual at the Farley Nuclear Plant (FNP) shall participate in emergency plan drills unless specifically exempted by the Nuclear Plant General Manager.

3.5 The Nuclear Plant General Manager shall evaluate the plant operating status and ascertain that the drill will not adversely affect plant operations or equipment or the health and safety of the general public.

3.6 Audit observers shall be stationed at various locations to observe the performance of emergency personnel.

3.7 All drills shall be coordinated with the shift supervisor to the extent necessary to prevent an adverse effect on plant operations.

3.8 Normal security controls shall be maintained during all drills.

3.9 Required drills listed in 5.3 may be conducted in the course of the same exercise.

3.10 Post drill critique deficiencies and observations are normally outlined in the following categories:

3.10.1 Findings: Items of a significant nature that could result in failure to meet an exercise objective. Items of a significant nature that are repeated from a previous drill.

3.10.2 Comments: Isolated cases of personal, procedural, equipment or scenario inadequacies or strengths noted during the conduct of a drill.

3.10.3 Recommendations: Observations made during the conduct of a drill that result in suggestions to enhance the various aspects of the plant's emergency response.

4.0 Responsibilities (See Figure 1) 4.1 As directed by the Nuclear Plant General Manager, the Training Manager will coordinate the scheduling and conduct of drills. He will be provided with technical assistance from the Emergency Planning Coordinator and a software individual in the Computer Services Group. The Training staff, software individual and Emergency Planning Coordinator are the only FNP personnel authorized to review drill scenarios without approval of the Nuclear Plant General Manager. The Training Manager will be responsible for the following general elements of drills:

09/19/02 14:31:43 FNP-0-EIP- 15.0 4.1.1 Scenario development 4.1.2 Drill Audit Observer assignments 4.1.3 Drill execution 4.1.4 Post drill critiques 4.1.5 Emergency Plan training for SNC employees 4.1.6 Scheduling of Emergency Plan training for non-SNC personnel 4.2 The Nuclear Plant General Manager, Assistant General Manager-Operations, or the Assistant General Manager-Support will approve the final drill scenario. One of the above positions which is not scheduled to participate in the drill will be the approval authority.

4.3 The Emergency Planning Coordinator will provide the following assistance to the Training Manager, as requested:

4.3.1 Technical assistance for scenario development 4.3.2 Drill audit observer personnel 4.3.3 Personnel as instructors for Emergency Plan training for SNC and non SNC employees.

4.4 The software individual will prepare an EDCM simulation of the drill and run the simulation during the conduct of the drill. He will take out an admin LCO with the Shift Supervisor during any periods in which real EDCM capability is overridden.

4.5 The Emergency Planning Coordinator will be responsible for tracking corrective action items identified in the critique of the annual emergency exercise. These items may include those generated by FNP personnel and/or Nuclear Engineering and Licensing (NEL) personnel. Items identified will then be assigned to the responsible group for corrective action.

4.6 The Training Manager will plan offsite agency participation via the Manager Nuclear Engineering and Licensing who conducts liaison with such agencies. The following drill planning milestones should be followed for the annual emergency exercise.

5.1.1 Operations will be responsible for scheduling and performing the weekly sounding of the Plant Emergency Alarm.

5.1.2 All alarm tests shall be preceded by announcing over the plant public address system that the alarm is to be sounded.

5.1.3 All alarm tests shall be concluded when the completion of the test is announced over the plant public address system.

5.2 Communications checks shall be conducted as follows:

5.2.1 Communications checks will be performed monthly in accordance with FNP-0-STP-60.0 for all locations which are part of the Emergency Notification Network, Emergency Notification System, and Health Physics Network by the Operations Group.

5.2.2 The EOF/TSC/OSC intercom system will be tested at least annually by the Operations Group.

5.2.3 Communications checks and verification of phone numbers with all other organizations listed in the Emergency Phone List will be performed quarterly by the Emergency Planning Group.

5.2.4 Radiation Monitoring Team (RMT) communications equipment stored at the EOF will be tested at least annually by the Emergency Planning Group.

5.2.5 The Prompt Public Notification System will be tested at least once a day by the Security Group.

09/19/02 14:31:43 . "FNP-0-EIP- 15.0 5.2.6 A quarterly test to contact On-Call personnel shall be performed by the Opeiations Group.

5.2.6.1 This quarterly test will be scheduled by the Emergency Planning Coordinator.

5.2.6.2 The Emergency Planning Coordinator will obtain permission from the On-Call Emergency Director prior to the day of the quarterly test.

5.2.6.3 The Emergency Planning Coordinator will notify the Unit 2 Shift Supervisor to conduct the test.

5.2.6.4 The Shift Supervisor will have the test performed as soon as possible following notification.

5.2.6.5 This test will consist of contacting personnel who are on-call for the date and time specified by one of the two following methods:

5.2.6.5.1 FNP-0-EIP-8.3, Step 11.2 (This is the preferred method.)

OR 5.2.6.5.2 FNP-0-EIP-8.3, Step 11.3 5.2.6.6 Operations will document test results by attaching any auto-dial report and completing Table 3 of EIP-8.3 and forwarding to the Emergency Planning Coordinator.

5.2.6.7 The Emergency Planning Coordinator shall review the results of the test, initiate corrective action as necessary, and forward a completed copy of Table 3 of EIP-8.3 to the Nuclear Plant General Manager.

5.2.6.8 Emergency Planning personnel will review failures of ERO callout with the AGM-O in a timely manner. The repetitiveness of failures will be reviewed and appropriate actions will be taken, potentially including removal of personnel from on-call functions. (CR 2001002662) 5.3 The following Emergency Plan drills shall be conducted in the periodicity specified below. Required drills may be conducted concurrently in the same exercise.

09/19/02 14:31:43 FNP-0-EIP- 15.0 5.3.1 Anntal Radiation Emergency Exercise Exercises simulating radiation emergencies will be held at least annually.

These scenarios will be varied from exercise to exercise such that all major elements of the plan and emergency organizations are exercised at least once every 5 years. These exercises will be: One (1) exercise may be started between 6 PM and midnight and another between midnight and 6 AM once every six (6) years. One (1) exercise may be performed unannounced every six years--except as required for effective coordination with the management of the various agencies, and for the evaluation of the health and safety of the general public.

5.3.2 Fire Drills 5.3.2.1 Fire Drills will be conducted with fire brigade members, as required by the plant technical specifications.

5.3.2.2 Fire Drills involving the Dothan Fire Department will be conducted annually 5.3.3 Medical Emergency Drills A medical emergency drill will be conducted annually. It will involve ambulance and offsite medical treatment facility participation.

5.3.4 Radiological Monitoring Drills Radiological monitoring drills will be conducted annually. They will include initiating onsite and offsite radiological monitoring of vegetation, soil, water, and air.

5.3.5 Health Physics Drills Health Physics Drills will be conducted semi-annually. These will involve response to simulated elevated airborne and liquid samples and direct radiation measurements in the plant environment. Sampling analysis of the reactor coolant system including using the post-accident sampling system will be conducted annually.

5.3.6 Practice and Table Top Drills 5.3.6.1 Table top drills will be conducted periodically, as deemed necessary by FNP management. These drills will involve Version 23

09/19/02 14:31:43 -. FNP-0-E"P- 15.0 discussions of responsibilities and actions in response to the emergency conditions of the scenario.

5.3.6.2 Practice drills will be conducted periodically, as deemed necessary by FNP management. These drills will involve the FNP emergency response organization (in whole or in part) responding to emergency conditions of the scenario.

5.3.7 At the conclusion of the drill, the Emergency Director shall announce that the drill has been terminated.

5.3.8 Appropriate local, state, and federal agencies will be advised of major drills in advance, to allow their observation or participation. All observing or participating agencies will be requested to provide comments on drill evaluation to the Training Manager.

NOTE: THE CRITIQUE OF TABLE TOP DRILLS WILL BE CONDUCTED DURING AND AFTER COMPLETION OF THE DRILL. NO FORMAL WRITTEN CRITIQUE IS REQUIRED.

THE CRITIQUE OF PRACTICES WILL BE CONDUCTED AS SPECIFIED IN SECTION 5.6; HOWEVER, RESULTS OF SUCH CRITIQUES ARE NOT REQUIRED TO BE PROVIDED IN A FORMAL MANNER TO THE VICE PRESIDENT - NUCLEAR.

5.3.9 Upon drill termination, the Training Manager will conduct a post drill critique with the drill observers. Equipment, procedure, performance, training, drill, etc. deficiencies will be summarized in a written critique format. Comments received from offsite agencies will be incorporated in this critique.

The critique will be presented to the Assistant General Manager-Plant Operations and the Assistant General Manager - Plant support by the Training Manager for review and finalization. Upon completion of this review and finalization, the critique will be forwarded to the Nuclear Plant General Manager for review. The Nuclear Plant General Manager may assign improvement items from the critique to appropriate plant staff for action. The Nuclear Plant General Manager will forward the drill critique to the Vice President-Nuclear for review. The Vice President-Nuclear may assign improvement items to Nuclear Generation staff for action.

5.3.10 Documentation of drill scenario, drill participation and drill critique will be forwarded to Document Control in accordance with FNP-0-AP-27.
