SUMMARY
OF SEPTEMBER 4 AND 19, 2002, TELECOMMUNICATIONS WITH DOMINION VIRGINIA ELECTRIC AND POWER COMPANY On September 4 and 19, 2002, the U.S. Nuclear Regulatory Commission (NRC) staff held two conference calls with the representatives of Dominion Virginia Electric and Power Company (Dominion) to discuss information relating the staffs review of the North Anna and Surry license renewal applications. A list of participants is enclosed. The information discussed, the applicants responses, and the follow-up actions are provided below.
During the conference call on September 4, 2002, the NRC staff requested Dominion to confirm the following:

Basis for using Regulatory Guide (RG) 1.99 Rev. 2, Position 1.1 chemistry factor instead of the chemistry factor in accordance with Position 2.1 based on available surveillance data, and 2.
Neutron fluence values for surveillance capsules containing weld material were fabricated with the same material wire heat as 299L44, and were calculated by acceptable methods according to RG 1.190.
On September 18, 2002, in response to the staffs requests, Dominion provided a draft report to the NRC staff via electronic mail (e-mail). This report and Dominions e-mail are available in the Agency Document Access management System (ADAMS) under accession no. ML022620700.
In a follow-up conference call on September 19, 2002, Dominion explained to the staff that the report included three appendices that contained details of the Dominion analyses for evaluating surveillance data for weld wire heat 299L44. Additionally, Dominion informed the staff that they have requested that Framatome perform confirmatory evaluations on neutron fluence values, and that the methodologies used by Dominion, in its neutron fluence calculations, are consistent with RG 1.190. Dominion expects to receive the results of the Framatome evaluations by October 4, 2002.
The follow-up action for Dominion is to provide the staff with the results of the Framatome evaluation report by the week of October 10, 2002, and analysis of the surveillance data to determine whether the calculated RTPTS value should be performed using RG 1.99, Rev. 2, Position 1.1 methodology.
