In accordance with 10 CFR Part 50.4, this letter forwards recent revisions of the Beaver Valley Power Station Emergency Preparedness Plan (Volume 1) and Implementing Procedures (Volumes 2 and 3) to the Nuclear Regulatory Commission. The changes do not decrease the effectiveness of the Plan and the Plan, as changed, continues to meet the requirements of Appendix E of 10 CFR 50. Therefore, 10 CFR Part 50.54(q) requires that these changes be submitted for information only.

Summary of Changes Revisions to Beaver Valley Power Station Emergency Preparedness Plan and Implementing Procedures (Volumes 1, 2 and 3)
The following is a brief summary of the changes made to the Emergency Preparedness Plan/Implementing Procedures.
Emergency Preparedness Plan (Volume 1):
EPP-TOC "Emergency Preparedness Plan Table of Contents" EPP-4 "Emergency Conditions" Revision 15 changed EALs 1.1.4, 1.1.5, 1.2.5, and 2.4.U to reflect Tech Spec Amendment 244 (Ul) and 101 (U2) changes. Revised EALs 2.5.U and 2.6.U to reference the correct definition in Tech Spec 1.14. EAL 2.8.U was modified to reference specific Tech Spec sections per Tech Spec Amendment 239 (Ul) and 120 (U2). EALs 4.6.S, A and U were modified to address credible threats based on the NRC Security Order. EAL 4.6.U also changed the listed definition of a Civil Disturbance. EAL 5.4.U replaced "Technical Specifications" with "License Requirements Manual" due to requirements being relocated via Tech Spec Amendment 246 (Ui) and 124 (U2). The type of assessment to be performed was clarified in the EALs for 7.1. Changes were made to reference the ODCM rather than Tech Specs in the EALs for 7.1 and 7.2. Title changes were also made throughout EPP Section 4.
EPP-5 "Emergency Organization" Revision 17 changed section 5.2.3 to allow for equally qualified Assistants to act as Emergency Director or Emergency Recovery Manager. Corrected Figure 5.5 to show Logistics Coordinator reporting to the JPIC Manager.
Appendix G "References" Revision 8 added new references.

EPP/I-la "Recognition and Classification of Emergency Conditions" - (Unit 1)
Revision 2 reflected the change from procedure NPDAP 5.1 to 1/2-ADM-2202.
The values for containment radiation monitoring in EAL 1.2.5 were changed based on changes in Tech Spec RCS activity values. EAL 2.8.U was modified to reference specific Tech Spec sections per Tech Spec Amendment 239 (Ul) and 120 (U2). EALs 4.6.A and U, along with Table 4-4, were modified to address credible threats based on the NRC Security Order. The type of assessment to be performed was clarified in the EALs for 7.1 and 7.2 and changes were made to reference the ODCM rather than Tech Specs. Title changes were also made throughout EPP/I-1a.

EPP/I-3 "Alert" Revision 17 reformatted the entire procedure, deleted Attachment 1 and renumbered the remaining attachment. Section H for "Records and Forms"was added and title changes were also made throughout EPP/I-3.
EPPII-4 "Site Area Emergency" Revision 17 reformatted the entire procedure, deleted Attachment 1 and renumbered the remaining attachment. Section H for "Records and Forms" was added and title changes were also made throughout EPP/I-4.
Page 3 "General Emergency" Revision 18 reformatted the entire procedure, deleted Attachment 1 and renumbered the remaining attachment. Section H for "Records and Forms" was added and title changes were also made throughout EPP/I-3.
"Notifications" Revision 30 reformatted the entire procedure, deleted Attachments 1 through 6 and renumbered the remaining attachments.
"Technical Support Center (TSC) Activation, Operation and Deactivation" Revision 17 added personnel safety steps in section D.2.3 and Attachment 8. The TSC minimum staffing requirements in Attachment 5 were revised. Title changes were made throughout.
"Emergency Operations Facility (EOF) Activation, Operation and Deactivation" Revision 15 added a personnel safety step in section D.2.3.
"Offsite Protective Actions" Revision 16 added additional guidance for notification of upgraded PARs in steps 4.4 through 4.4.4. Title changes were also made in Section C, steps 2.0 and 3.0.
"Activation, Operation and Deactivation of the Joint Public Information Center" Revision 8 made changes to Attachment 1, adding new Step 4 (p.7 of 19), new Step 10 (p. 12 of 17), and clarifying notes (pp. 8, 10,11, 17 of 19). A new note was added to Attachment 2 (pp. 1 and 2). now includes the Information Coordinator in the distribution listing.
