We respectfully request renewal of the class 104 facility-operating license for the Kansas State University TRIGA II nuclear reactor, revised to permit operation for twenty years at a nominal maximum steady state power level of 500 kW. The applicant, Kansas State University, is a non-profit educational institution and an agency of the State of Kansas. There is no foreign control of the University. To support this request, we are transmitting documents and reports, including:

"* Requalification Program, Kansas State University TRIGA Mark II Nuclear Reactor Facility (License R-88, Docket 50-88)

"* Radiation Protection Program, KSU Nuclear Reactor Facility The first four items were approved at a special August 2002 meeting of the Reactor Safeguards Committee (RSC); the revision to the Radiation Protection Program was approved in February 2002 meeting of the RSC.

Although the current K-State Nuclear Reactor Facility Emergency Plan has been previously communicated to the USNRC, the plan has been substantially revised, approved by the Reactor Safeguards Committee, and is currently under review by agencies providing support to the facility; we will submit the revised Emergency Plan by November 15, 2002.

The SAR, written using the guidance of NUREG-1537, supercedes the Hazards Summary Report for the Kansas State University TRIGA Mark II Reactor (January 1961) and Safety Analysis Summary for the 1968 License Upgrade to 250 kW power and Pulsing Capability KSU TRIGA MK II Nuclear Reactor (May 1993). The proposed Technical Specifications revises Appendix A of the license. Financial qualification statements are incorporated in Chapter 15 of the submitted Safety Analysis Report.
