An interim report was made to the NRC concerning the use of the Midland reactor vessel head at Davis Besse (see Reference 1). The final evaluation of this situation has been completed and Framatome ANP has concluded that the deviation has been satisfactorily resolved, and there is no remaining concern that would be reportable under 1 OCFR21.
The reactor vessel head intended for use at Midland Unit 2 was manufactured in accordance with the requirements of ASME Code Section III Class A, 1968, with the Summer '68 Addenda.
This head, with a few very minor variations, is identical to the original reactor vessel head installed at Davis Besse, including configuration, materials, pressure and temperature rating, and vessel interface parameters.
Because the Midland head had been in storage since 1986 without any routine maintenance or any oversight of a formal QA program, Consumers Energy notified the NRC that the status of the head was indeterminate (see Reference 2). To confirm that the Midland head could be used at Davis Besse, an extensive inspection, NDE examination, and detailed review of the original documentation were conducted. The work included full radiographic examinations of the head to flange weld and all flange to nozzle welds on the CRDMs, as well as many other NDE procedures. These actions confirmed that the Midland head conforms to all ASME Code Section III Class A requirements, that the supporting documentation is valid, and that all markings and identification symbols match the head configuration.
