This report is submitted in accordance with the requirements of 10 CFR 26.71(d).

Attachments 1 and 2 summarize test results at the Palisades Plant and the Support locations.

1. MANAGEMENT

SUMMARY

A. RANDOM TESTING During this reporting period, Nuclear Management Company conducted a total of 210 random tests with the following results:

Donor Group Random Tests Results Employees 176 Random testing did not identify any positive drug/alcohol results.

Contractors 34 Random testing did not identify any positive drug/alcohol results.

The positive drug/alcohol rate for 2002 indicates a stable trend for employees and contractors:

B. PRE-ACCESS TESTING A total of 196 pre-access tests were conducted during this reporting period. Three (3) individuals were denied access based on positive test results.

C. FOR CAUSE TESTING No tests were administered during the reporting period.

D. OTHER One employee, placed on an accelerated testing program due to derogatory information, tested positive for cocaine. The employee's access was denied unfavorably, and employment terminated.

E. APPEALS One appeal was initiated resulting from an employee's unfavorable termination of access due to a positive cocaine test while on an accelerated testing program. The denial of access was up-held.

2. REPORTABLE EVENTS UNDER IOCFR26, SECTION 26.73 During this six-month interval, Palisades Nuclear Plant/Nuclear Management Company did not encounter any FFD event that required reporting under 10 CFR 26.73.
