Dear Mr. Keiser:
By letter dated July 25, 2002, PSEG Nuclear LLC requested changes to the Hope Creek Generating Station (Hope Creek) Technical Specifications (TSs) regarding Missed Surveillance Requirements (TS 4.0.3) and the adoption of a TS Bases Control Program (TS 6.5) using the Consolidated Line Item Improvement Process (CLIIP). In a telephone call with Mr. Carl Berger of your staff on August 15, 2002, I passed on two observations by the U.S. Nuclear Regulatory Commission (NRC) technical staff regarding this amendment request. First, the staff noted that although you requested to adopt the Improved Standard Technical Specification (ISTS) wording for TS 4.0.3, you did not request to adopt the ISTS wording for TS 4.0.1, nor did you modify your Bases in accordance with the ISTS. It was the staffs intention that licensees who wished to use the CLIIP to modify TS 4.0.3 also adopt the ISTS wording for TS 4.0.1 and the ISTS Bases. This is necessary because of the interrelationship of these two TSs.
Second, the staff noted that in the Regulatory Analysis section of your submittal you cited the June 14, 2002, Notice of Availability that the staff published in the Federal Register. You stated that this notice applied to Hope Creek. In spite of the fact that CLIIP items were noticed generically, every licensee must submit an individual no significant hazards analysis as is the case with any other license amendment request. Please also note that the adoption of a TS Bases Control Program has not yet been formally designated as a CLIIP item.
