Technical Specification Proposed Change No. 250 Scram and Isolation Valve Closure Functions of the Main Steam Line Radiation Monitors Additional Information No. 4 By letter dated March 19, 2002 [Reference (a)] and supplemented by letter dated June 4, 2002 [Reference (b)], Vermont Yankee (VY) proposed to amend its Facility Operating License, DPR-28 by eliminating the reactor scram and main steam isolation valve closure requirements associated with the main steam line radiation monitors (MSLRMs) and modifying other requirements related to MSLRM trip functions.

Additional information in this regard was provided by References (c) through (e). The information provided herewith supplements those submittals.

The methodology used to generate the control room atmospheric dispersion factors submitted to the NRC by VY letter dated January 12, 1981 (FVY 81-08) is the same methodology (i.e., the current licensing basis) applied in support of Technical Specification Proposed Change No. 250 (PC-250), except that

BVY 02-73 / Page 2 updated meteorological data were utilized in PC-250. By letter dated February 24, 1982, and accompanying Safety Evaluation Report' the NRC staff noted its review and acceptance of VY's actions regarding control room habitability.
