Dear Sir or Madam:

On August 9, 2002, the Nuclear Regulatory Commission (NRC) issued NRC Bulletin 2002-02, "Reactor Pressure Vessel Head and Vessel Head Penetration Nozzle Inspection Programs."

The Bulletin requests licensees to summarize nondestructive examination (NDE) techniques that will be used to supplement current inspection programs or provide justification for continued reliance on visual examinations. The Bulletin provides two options for responding; 1) provide the requested information within 30 days, or 2) provide a response within 15 days addressing an alternative course of action.

Entergy Operations, Inc. (Entergy) inspected the Waterford Steam Electric Station, Unit 3 (Waterford 3) reactor vessel head and vessel head penetrations during the refueling outage (RF1 1) in the spring of 2002. The results of this inspection were provided to the NRC in the referenced letter. The next refueling outage, RF12, is scheduled for the fall of 2003. Entergy is monitoring industry reactor vessel head inspection methodologies/results and Material Reliability Program/NRC activities and will finalize reactor vessel head inspection plans, for RF12, following the fall 2002 outage season. Therefore Entergy is providing a 15-day response informing the NRC staff that the information requested in Bulletin 2002-02 will be provided by March 28, 2003. This alternative course of action should be acceptable because it provides the NRC staff with sufficient time to complete an evaluation of the response before the inspection plan is implemented in the fall of 2003.

This letter is submitted pursuant to 10 CFR 50.54(f) in response to NRC Bulletin 2002-02, "Reactor Pressure Vessel Head and Vessel Head Penetration Nozzle Inspection Programs."

The commitment associated with this response is identified in Attachment 1.
